Introduction to the Main Duties of Corporate Planning Managment

Production Planning Affairs

  1. Preparing the refinery's production plan and revised document in order to have short-term, mid-term, and long-tem  predictions in accordance with whole company mission
  2. Making the necessaary interaction with refining companies in order to preparing monthly reports base on analyzing discrepancies of  refineries operation conditions
  3. Feed allocation of to downstream industries.
  4. Participation in determining the specifications of the main and special refinery products based on the latest national standards.
  5. Participation in  relevant committees for allocation or making changes to in the type and amount of refineries feed such as crude oil and gas condensates.
  6. Participation in drafting national standards of  Institute of Standards & Industrial Research of Iran and  Iranian Statistics Center.

Also cooperating and collaborating with other affairs to oversee the progress of refinery mega-projecs implementation.  

Consumption Planning Affairs

  1. Participation in preparing the balance plan for production, consumption, imports, and exports of products and its revisions.

To  predict annual budgets, relevant revisions, short-term, mid-term, and long-term company plans, as well as quinquennial development plans, this management annually plans the quantity and quality of refineries feed and productions, and the balance of production, consumption, exports, imports, and feed  delivered to petrochemicals and industries through monthly and annual planning (budget planning and mid-year plan revisions) (in cooperation with production planning affairs).

  1. Forecasting oil product consumption by different consumption sectors nationwide.
  2. Participation in the allocation of feed to downstream industries and cooperation with production planning affairs for extending issued licenses of private sector projects under construction.
  3. Cooperation in the pricing of crude oil and special and main products based on quality.
  4. Providing necessary proposals for adjusting product prices, reviewing targeted subsidiary plans, and necessary coordination with the Ministry of Petroleum.
  5. Cooperation and providing necessary information to the Fuel and Feed Coordination Committee.
  6. Reviewing monthly and annual liquid fuel supplies for power plants, industries, etc., within short-term and quinquennial plans and perspectives in coordination with the National Iranian Gas Company and National Iranian Oil Products Distribution Company (NIOPDC).

Financial/Economic Affairs

  1. Securing necessary funds for implementing capital projects from the company's internal resources, obtaining facilities from domestic banks, coordinating for the use of National Development Fund facilities, providing incentives anticipated in program and budget laws to attract private sector investment, and issuing public participation bonds according to annual budget laws.
  2. Allocating funds to the company's ongoing project according to announced needs and corresponding to physical progress and considering other influencing factors.
  3. Obtaining necessary permissions in various implementation and securing funding fields for capital projects from different authorities and in relation to various topics.
  4. Preparing and organizing quinquennial implementation plan to obtain funds for capital projects.
  5. Controling for the implementation of capacity stabilization and upgrading product quality projects in the country's refineries.
  6. Controling for the implementation of renovation and reconstruction projects of auxiliary distribution facilities.
  7. Controling for the implementation of new refinery construction projects according to the policies of the Ministry of Petroleum.

Duties performed in collaboration with other affairs:

  1. Estimate price of special and main products based on quality.
  2. Adjusting product prices and reviewing the targeted subsidiary plan, along with necessary coordination with the Ministry of Petroleum and International Affairs in this regard.
  3. Reviewing requests for constructing or purchasing small refineries (Mini Refinery).

Goals and Policies  Affairs

1. Preparation and updating the company's goals, strategies, short-term, mid-term, and long-term execution plans according to NIORDC vision.

2. Preparing the comprehensive corporate plan for NIORDC's projects

3. Identifying the company's projects based on a comprehensive development model

4. Coordination for preparing and organizing the company's annual and quinquennial plan

5. Prioritizing projects

6. Coordinating to prepair quinquennial plan for the oil refining and distribution industry and its subsidiaries

 

 Duties performed in collaboration with other affairs:

· Preparing and organizing periodic reports on the progress of company activities for the CEO, board of directors, and the Planning Deputy of the Ministry of petroleum, and establishing communication and information exchange with subsidiary bodies of the Ministry of petroleum

· Cooperating and interacting with other managements and subsidiary companies of Ministry of Petroleum related to production, consumption, exports, and imports of oil products

· Studying and reviewing the status of worldwide refining projects

 

 

Management Information Center

A) Preparing Performance Reports for NIORDC

Objective: Reviewing and evaluating the company's current status and comparing it with planned programs to make necessary decisions

B) Management Information Systems

Objective: Supporting decision-making by analyzing information needs, developing and maintaining, designing, and implementing management systems
